I have absolutely no information about this lovely wee flower ring at all.
I found this one small fragment in my china stash - no full plate, no backstamp, no indication of where and/or when it was manufactured, nor by whom.
It is old, 'though. The crazing of the surface glaze is substantial, showing that this piece of stoneware has lived a long and full life.
I suspect it to have been manufactured pre-1930's in the Staffordshire region of England.
 
The extent of crazing on this ring means that it may not be fully water-proof. I would suggest removing this ring before putting your hands in water.
